Since China set up the first cross-border e-commerce comprehensive pilot zone in Hangzhou in 2015, by the end of 2022, The State Council has successively set up 165 comprehensive pilot zones in seven batches, covering 31 provinces, regions and municipalities. There are more than 100,000 cross-border e-commerce entities, more than 200,000 independent stations, and about 690 cross-border e-commerce industrial parks in the pilot zone. China has cross-border e-commerce trading partners all over the world, and has signed bilateral e-commerce cooperation memorandums with 29 countries. It is one of the most complete countries in the global cross-border e-commerce ecological chain.

As Zhao Ping, Dean of the Research Institute of the China Council for the Promotion of International Trade, said, "Cross border e-commerce is transforming from a new form of foreign trade to a new normal of foreign trade." According to the World Trade Organization, global cross-border e-commerce is expected to maintain a growth rate of 27% before 2026. According to eMarketers prediction, global retail e-commerce outside of China will reach a total annual scale of $4 trillion by 2027.

As Zhao Ping, president of the China Council for the Promotion of International Trade, said: "Cross-border e-commerce is transforming from a new form of foreign trade to a new normal for foreign trade." According to the WTO, global cross-border e-commerce will maintain a growth rate of 27% before 2026.
